The man who Brooklyn voters elected to become the City Council's first Haitian member is asking for another election to clear the air.

Mathieu Eugene (D) made the announcement Thursday at City Hall. Eugene beat nine other candidates for the 40th District seat in February. Crown Heights and Flatbush voters gave Eugene 34 percent of the ballots.

However, the City Council refused to swear him in, saying the candidate lived in Canarsie, not the 40th District. City Council Speaker Christine Quinn, who consulted the state attorney general, is asking for proof of residency.

Although Eugene maintains he had a lease in the district dated February 1, he calls the standard of proof too vague. He wants voters to again head to the polls.

Mayor Michael Bloomberg (R-NYC), who must approve the special election, says he will comply with Eugene's request.
