NYPD Commissioner Bill Bratton spoke publicly about several big challenges facing his department.
Bratton appeared on "CBS This Morning" in his first interview since the apparent police chokehold death of Eric Garner on Staten Island. The July 17 incident was caught on video, leading to widespread criticism of NYPD tactics.
The commissioner says an investigation is underway following the medical examiner's ruling that Garner's death was a homicide by chokehold and other health-related factors. He called video of the arrest "disturbing," but said it doesn't tell the whole story.
Bratton added that the NYPD is taking steps to rebuild its relationship with communities across the city.
