The city enforced a mandatory car pooling rule at all major East River crossings.

Mayor Michael Bloomberg said that only vehicles carrying at least three people will be allowed to travel into Manhattan in an effort to cut down on congestion while there is a lack of public transportation.

The restrictions will be in place through Friday between 6 a.m. and midnight.
