A Mount Vernon city employee and former employee are accused of grand larceny and falsifying business records.

Charlene Humphreys and Damon Davis are the pair accused.

Davis is currently a code enforcement officer. Humphreys is a former code enforcement officer and hasn’t been an employee since September 2023.

Court documents accuse Humphreys of attempting to steal property that valued over $50,000 between May and July 2023.

Court documents say between March and April 2023, Davis was a licensed notary public who allegedly falsified notary acknowledgements for the transfer of two other properties.

The documents allege that both of them worked together with the intent to defraud.

Humphreys was arraigned in White Plains City Court on Wednesday and was released.

Davis was given a desk appearance ticket.

Both are set to appear next month in court.

The City of Mount Vernon released a statement after the arraignment.

"As a city, we have a zero tolerance for bad actors and misconduct in city government. When we became aware of these potential crimes we referred it to the DA’s office. We remain committed to fully cooperating with law enforcement agencies, providing all necessary information to support prosecutions and uphold the law. Blatant disregard for the law erodes public trust, and we will continue to take decisive action to ensure transparency and integrity in our government," the statement said.
