A male newborn baby was found inside a Williamsbridge apartment around 12 p.m. Wednesday.
Police tell News 12 that the baby was wrapped in a blanket inside of a bag.
Claudette Tinnin, 28, was arrested and charged later that day.
Sources close to the investigation say Tinnin is the baby's mother.
A witness tells News 12 he was in the elevator with police and saw the umbilical cord still attached to the baby.
A close friend to Tinnin says she is not a bad person, and that this is a mixture of mental health issues and lack of resources.
