Reports from the NYPD show a significant drop in crime rate over the past three decades, but some Brooklyn neighborhoods are not yet seeing that change.

Police Commissioner James O'Neill spoke during the State of the NYPD address, explaining that total crime has dropped by 78 percent. He went as far to say that New York City is the safest large city in America.

However, he went on to explain a new vision for six precincts that are not seeing those same statistics.

The NYPD says it will devote additional resources to the 73rd Precinct, including a smartphone application to help police connect people in need with services.

They also plan to have kids work with police to create scenarios to showcase the relationship between the two.

Other strategies are being planned by O'Neill and other NYPD executives.
