The NYPD has determined the use of a Taser on what appeared to be a mentally challenged man Wednesday may have violated their guidelines.
Witnesses say that 35-year-old Inman Morales stood naked on a second-floor fire escape and threatened police with a florescent light bulb. Police then Tasered him three times, causing him to lose his balance and fall to the sidewalk.
Morales was later pronounced dead at Kings County Hospital.
On Thursday, police officials reviewed the incident and concluded that the use of a Taser was in total violation of their guidelines. The lieutenant who authorized its use has been placed on modified assignment.
In the meantime, Sen. Eric Adams and members of the psychology community have called for changes in the way police handle emotionally unstable people.
?You can suspend an officer, you can put them on desk duty, but these are just Band-Aids on the broken bones of this system,? Sen. Adams says.
Sen. Adams has suggested a round table discussion with police and medical professionals and, ultimately, a special 40-hour training program for police officers to educate them on dealing with persons with mental disabilities.
Sen. Adams has already sent a letter to the police commissioner requesting the discussion take place. He says that, if he does not receive a response, he will form his own task force and draft legislation.
