A proposed regulation overhaul at a city jail is raising concerns over the rights of inmates. The New York City Board of Corrections has proposed an inmate volume increase of more than 20 percent in the reopened Brooklyn House of Detention. The proposal is an attempt to make space for the thousands of prisoners who are sentenced or awaiting trial at the aging complex at Riker?s Island. However, some critics have tremendous concerns that the changes disregard inmate rights. Many say the increased crowding means increased violence and mental strain. The corrections commissioner insists the changes are necessary to deal with the mounting numbers. The Board of Corrections has set a deadline of May 21 for written comments on its proposal.
