A new report is blasting the Administration for Children's Services (ACS) for failing to protect kids in the Bronx and the rest of the city from neglect and abuse.The report, published by Children's Rights Incorporated, claims the number of kids being beat, molested or neglected is on the rise. The New York Times published the report's findings, which says the number of children abused rose from 2,454 in 2000 to 3,298 in 2005.According to the report, issues such as children's safety and the well-being of kids in and out of foster care have deteriorated. The report does state that ACS has made improvements in its infrastructure and reducing the number of children in foster care.ACS Commissioner John Mattingly called the report oversimplified, but the New York Times said he did not dispute its accuracy. He said ACS is working hard to improve the pattern of maltreatment.
