State Comptroller Thomas DiNapoli issued a scathing report Tuesday, condemning conditions within the state's homeless shelters and blaming a lack of oversight.
The audit, covering April 2013 to August 2015, found rodents, mold and fire hazards across the state's shelter system.
In some cases, it found trash piled at a children's play area, ceilings and walls repaired with duct tape and garbage bags and filthy mattresses.
The state's Office of Temporary and Disability Assistance agreed to conduct more inspections and tighten regulations in response to the report.
