The city is cracking down on Throgs Neck pet owners who aren't fulfilling their doggie duties. Officials say undercover enforcement agents are patrolling the grounds near Bicentennial Veterans Memorial Park and handing out fines to people who fail to pick up their dog's droppings. A summons for failing to abide by the new policy can cost up to $250.
