'Rewind' New York City restrictions: What you need to know

Mayor de Blasio says there is “an extraordinary problem” in part of the city with COVID-19.

BRIEFING NOTES:
-De Blasio says there is “An extraordinary problem” in part of the city with COVID-19
-Despite extensive outreach, nine ZIP codes in BK and Queens above a 3 percent positivity level for 7 days or more
-“We have to take more extensive action.”
-The mayor says he has submitted a plan to the state that would close non-essential businesses, schools and in-person restaurant dining in nine ZIP codes starting this Wednesday:

The nine impacted ZIP codes with business closures, school closures (switching to remote learning) and dining restrictions (Pending State Approval)

-11 additional zip codes are getting close to threshold of 3 percent positivity rate for 7 days or more.  Some activities will be curbed in those communities starting Wednesday. 
-In these zip codes, the mayor says there will be a tremendous increase in community outreach. 

Indoor dining, gyms and pools will be closed down in the 11 'watch zone' zip codes starting 10/7 (Pending State Approval)

-The reopening threshold could take 14 days or 28 days based on data
-Mayor says other zip codes in the city are overwhelmingly doing well.
-Mayor says situation, if contained, does not indicate a larger spread in New York City
-Mayor de Blasio says houses of worship will not be closed at this time
