Mother who had toddler ripped from arms to pay fine on NJ charge

<p>The Brooklyn mother whose 1-year-old child was ripped from her arms at a city Human Resources Association center will have to pay $125 fine and do community service to drop charges on credit card fraud case based in New Jersey.</p>
