Brooklyn Councilman Mathieu Eugene says he's working with members of the City Council to propose a resolution that will require all airline carriers to have life-saving equipment that works.

Eugene's announcement comes in the wake of Brooklyn resident Carine Desir's death aboard an American Airlines flight.

Desir, a nurse and mother of two, began gasping for air on Flight 896 from Haiti to New York last week. Her family has criticized the airline for not responding quickly enough and having medical equipment that didn't work.

"I believe that we should make sure that people who are traveling are safe and, in case of a medical emergency, they have proper assistance," said Eugene, who represents Brooklyn's 40th District and is the City Council's first Haitian-American.

Airlines are currently required to have adequate life-saving equipment on board. An investigation into Desir's death will examine whether the equipment aboard the American Airlines flight was working properly and used early enough.

Desir's wake will be held Friday. Her funeral is scheduled for Saturday.
