Safety can be hard to explicitly measure but an analysis of data found New York had the second highest water rescues in the nation for three years straight.
The data comes from the United States Lifesaving Association. They say many things can contribute to high water rescues numbers like population or the weather season.
It can even be looked at as drownings prevented.
"One of our main goals is to not have to go in the water to rescue someone and put them in a better position to be safe," said vice president of the USLA, Tom Gill.
