So, so good to have you with us once here again, the number to dial if you have a question for the BP tonight is 7188616800. So please grab your phone and do that. You have a question for the BP. I believe we have our first caller on the line. Elizabeth from East New York. Elizabeth. Thanks so much for dialing in. What's your question for the BPI? I, I'm calling with regards to enforcement of alternate side of the street parking. I have never seen uh an enforcement officer at one time. I know police officers were allowed to write tickets but they know, I, I don't think that they no longer buy any tickets but the enforcement, I never seen an enforcement come in eastern York particularly. I'm on Ash for street between Blake and F and there's always cars parked where I see the sanitation trucks have to go, go. Uh They can't go in and out so they just go straight down the street and it's just not fair. Nobody's writing any tickets. Yes. Yes. Elizabeth, you're 100% right. Uh, we have a lax enforcement when it comes to out on the side of the street parking. Um, and it's a public health issue. What ends up happening is that the streets end up being extremely dirty. Uh, they're unsanitary, they're unsafe. Uh, they start when we have rain, it clogs up our cash basins and causes flooding. She's from East New York, which has huge issues with flooding in our, in Brooklyn and a big part of that is that these cash bases get filled it all, it all ties into it. People think everything is, these are harmless issues and we shouldn't be enforcing it, but they're not, the street cleaning is important. So thank you for letting me know we'll be reaching out to the precinct uh in and around that area in East New York and see what's happening when it comes to enforcement of our center side of the street parking. But, um, it makes, it makes a lot of sense and I would say this, that enforcement is not happening in East New York, but go to other neighborhoods that are, that are extremely clean, that have no issues with their streets and you will see that the city is enforcing it there. So it's a choice that they're making and we need to figure out why another thing is just resources. Do we have enough people enforcing these type of, uh, issues. The city of New York does not prioritize enforcement on vehicles. There is car culture in the city. It's about protecting vehicle owners at all costs, whether they're on crosswalks, whether they're running red lights, whether they're not abiding by alternate side of the street parking, uh, whether they're parking on sidewalks which you see in every single precinct in our city. It just doesn't happen. We allow for vehicle owners to have carte blanche and that's just not what we supposed to do. It's not what we should do. It's not good for the city and this is a perfect example of that and we should do something about it and I will, we'll be calling your precinct and seeing if they could step up enforcement specifically in the streets that you were talking about. I'm sure Elizabeth appreciates hearing that and hoping that help is on the way. We do have another caller on the line. Mr Delessio of Bensonhurst. Thanks so much for calling in. What's your question for BP Reno? So, yes, my question is what if you have a spouse or a relative that has to take treatment? Say in Sloan Kettering, they live in Brooklyn, they can't take mass transportation. Would they be exempt from this? Because usually you, when you do your chemo or radiation, it's five days straight. Thank you. Thank you. Thank you. So, I'm not, I'm not 100% sure. Uh I know that there are some, some opportunities. I think people with disability, for example, if they have, uh, they registered as a, with a disability with, uh uh the city of New York or the state of New York, uh, there's some issues related to small businesses, so there are exemptions in some cases. Um, I don't know about that scenario, uh, necessarily, uh, and I could look into it but the idea here is that, uh, there are, uh more than more than 60% of the people of the city of New York take public transportation to get to work and to come back home. And those folks have been uh in those systems in the worst case scenario. So they have no reliability, they don't have safety and they're uh in an un uh unclean uh subway system. And what we're saying is uh we're gonna have other people uh sacrifice a bit while we get it up and running for the majority of the city of New York that uses public transportation and that's what's gonna happen. And like there are cases like this, there are special cases and scenarios in which these type of situations are gonna happen where someone is going to in an emergency case, um or not necessarily an emergency case, but in a case where a vehicle is absolutely necessary that they're going to have to, to pay that difference. Um And, and that is a circumstance that is gonna be unusual but will happen uh, but there are also people that don't have vehicles that have to do the exact same thing and are getting on a train right now and getting to Sloan Kettering in a train. I mean, those folks should have a ride that is safe, that is reliable and that is clean. And, um, and that's the, the conversation we're having. It's not easy and it's not perfect, but it will be a better situation than what we have. Now with the clog our clog streets. Now, I would argue this too, that ride from wherever they are wherever. I don't know exactly where the Bensonhurst from Bensonhurst to Sloan Kettering is probably going to take you an hour, an hour, 20 minutes. It is a long ride. It is filled with traffic and it is uh is, it's just not something that's pleasant. Um In this situation, there'll be less vehicles in the streets for that person to get there much faster or like I said, the alternative is to take public transportation, either a bus or a train that will be reliable, safe and clean. I wanna touch on some big hospital related news since the last time we had you here and that is the temporary remaining open of Suny down state. We got that in the state budget. It will be open for at least the next year while an advisory council figures out next steps, what do you hope is part of those conversations and part of the long term plan here. So I, I think it's a great first step. The first thing we needed to do was make sure it didn't close. And that's exactly what happened with the governor's uh help in the negotiation by our state representatives that I wanna give a lot of credit to in our Congresswoman Yvette Clark. Uh Suny Downstate will be open for another year and it's just basic operating costs, keeping it open to do the exact same job we was doing last year, which I wanna say needs a lot of help. Suny downstate outcomes weren't as strong as we would like them to be. So we're not asking for the state to keep it open in perpetuity. What we're asking is to get a state of the art top of the line medical facility, like what we would see in Manhattan in a private institution right here in Central Brooklyn. It has the worse health outcomes of any other area in the city is here in central Brooklyn. So we should have a medical facility that matches the needs of the community and that's what we expect from sunny Dallas State. Welcome back to ask the borough president with Brooklyn BP. Antonio Reynoso Spring has certainly sprung here across the borough. And with that change in season comes a lot more fun happening. I feel like everyone gets outside and one of those events was last week's return of the Brooklyn Night market. How good does that feel to have that back and give that platform to our local small businesses too. I just feel like everyone's just waiting to get out of their houses. They're tired of the rain, they just want the sunshine and Breton is the place to be. They're gonna do it in industry city. It's gonna be a lot of fun. A lot of food, a lot of festivities, a lot of entertainment is just over the top. Fun. And I can't, I can't wait to go and it's gonna be very exciting. And I'm just happy that the weather is my favorite month of the year is May. It's also my birthday month, which is like, why, which is why I love it. And it's an example, uh the, the fact that they're doing this is gonna be a lot of fun and I'm excited for it. Just looking at the video, all the good goodies and on top of that, all the artisanal goods there as well. Just a lot to be explored over at the Brooklyn night market. That's the final Monday of every month. So something to mark the calendars for, for those at home. Also wanna look ahead to something else happening later on this month and that is the return of the Dumbo drop. We always have so much fun covering it here on news 12 Brooklyn to see all the little elephants falling from the sky. I think I had like a speaking role last year. Uh And I was just like cutting through people trying to get, I couldn't make it. So I didn't, I didn't get to speak, but I got to see all the, the elephants falling from the sky and it was amazing. Uh And I'm really excited for it as well. It's a great tradition that's happening here in Brooklyn. I'm a sucker for, for any tradition or any type of thing that we can do annually. And it's all about the kids, the kids are over the moon wanting to catch one of those elephants. So I'm really excited about it. Absolutely. And even better. That is for a good cause all of the money that is raised during that event goes to fund some of Dumbo's title one schools so very and for those at home who are looking forward to attending that is on May 31st. Although for the first time, I believe they're gonna be selling some tickets perhaps to help with that crowd control. So, definitely, maybe I can make it this year because there are gonna be, well, I assume there's gonna be the same amount of people because Brooklyn wants to be supportive regardless if it's free or not. I believe it's like $25 tickets now to get there. Absolutely. Something else to look forward to anything on your agenda that you're looking for. That's very Brooklyn centric in this month of May. I'm right now I'm, uh, doing, uh, work in my front yard to, to put a seating area there for, for my, for myself so I can drink some coffee in the morning in this beautiful weather. Um, no, but, uh, we're doing, uh, a crab boil somewhere in Brooklyn that I'm very excited. We'll circle back on that in just a few minutes as the BP continues after this.

Thank you so much, Tom. I appreciate that. Uh I'm calling from the Dumbo neighborhood. We're excited to see you out here for the Dumbo drop the end of the month. Yes. Yes, I'm excited to go and maybe I'll make it all the way through this time. Yeah. Yeah, ho hopefully. So I don't have much of the call a question as a call to help um the amount of construction going on in the neighborhood. Although it's encouraging as the, as this area, you know, continues to grow and rise. I'm just asking to call for help to see if you can get a member from your team do dot Dob to take a look at all the construction activity going on. Um, they have illegal street closures. There's, there's, uh, tractors driving around, uh, it's taking up what I would call 70% of the parking. Uh, it just seems very disorganized and it's creating a very unsafe, uh, atmosphere down here in Dumbo. So, I was just wondering if you or a team member could look into this. Yeah, absolutely. Tom. But in these type of cases when there's either permits that are being filed, that are like extraordinary amounts of permits that are impacting, uh, you know, street, uh, parking or close street closures. Uh, we could do something about it. Um, the city of New York sometimes pauses out to the side of the street parking in those cases so that folks don't have to move their vehicles because there's nowhere to move them because there's no other place in and around the area because of the amount of permits that are happening. I mean, we could just do a better job of coordinating them and making sure people are starting at different times or where they park or leave their equipment, um, is co ordinated. So it's not all in the same street, there's so much we can do if we just ask. So let me give up, make a call to the Department of Buildings. Um, and maybe they'll head out there with someone from my staff or myself. We'll go out there and we'll see what we can do if there's a lot of work being done, we can do a better job. Good to hear that there are potential remedies on the horizon. We do have another caller on the line. I believe Constance from Flatbush is joining us. Constance Singh. Thanks so much for being with us here on. Ask the BP. What is your question tonight? Hi. Yes, I just wanna know how come it's so much rats among where we live at and a lot of garbage and no garbage cans, how it's supposed to be garbage cans, but they just put the black bags out and a lot of rats run up, run among us during the daytime and the night time. So, what is going to be done about that? So, Constance, thank you for that. Uh, so a couple of things, the trash cans that we're supposed to put the trash in, um, is only for small businesses right now. So, if you're on a commercial street, there should clearly be, uh, uh, trash cans along the sidewalk during pick up days, not for residential work yet. And residential trash is probably the one that is causing the most trouble. Now, um, there has been a reduction in rat complaints through 311. I don't know if that necessarily means there's less rats but there's less complaints. Um, now the next step is by this year, the beginning of this year we will now and this is, I guess for everyone here, rats are problem. The only way to solve for the rat problem is containerization. We have to put them bags, we have to put the bags inside the trash cans and we gotta close the trash cans so we could cut access to food for rats. It's the only way to get that done and there's no other solution. We've tried everything and none of it worked because everywhere else in the world they figured it out and it's containerizing the trash. So we are going to make residents now have to buy containers and we're gonna have to put our trash in these containers and close them. The only way we're gonna solve for it. So, until you don't buy a container until the city doesn't force us to have a container until that pilot program doesn't come up. We're gonna continue to see rats and it's worse than ever and we have no way to control it. The mayor is now talking about figuring out a way to make sure that they can't, they can't reproduce. Um I think it's another wasted uh opportunity or another waste of resources. Containerization is the only way and that's what we should move forward with. Took the words right out of my mouth. This idea of rat contraceptive is not something that uh the mayor thought about that. The mayor also did like a, a rat soup where he had them drowning. It's just he, he, he hates rats. I'll give him that. But solution wise, it's not the way to go. It's about containerization. We just gotta keep moving towards that because he's actually doing that. He's actually moving to generalization. I wanna thank him for that and, and let him know that we're grateful and let's keep it up. Let's keep that going and don't worry so much about this contraception. Ok, let's get to another caller. I believe we have Arlene from Prospect Leopards Gardens with us this evening. Thanks so much, Arlene for calling in. What's your question? Ok. Well, first of all, I wanted to find out, um, how are you? I'm doing well. Thank you. I just wanted to ask you, um, about all of these bicycle docks. There are several in my neighborhood. One of the questions I want to ask, do they do a survey to find out how many of these bicycles are actually being utilized because they have taken up a tremendous amount of parking spaces. It's causing a lot of problems. And from what I can tell, a lot of these bicycles are not even being utilized. I live near the Prospect Park area. A lot of people own their own bicycles because they can put the, the little piece in the back and have their Children ride on them. They don't have to pay the rental fee. And from what I can tell, and I've driven around the city, especially Brooklyn because that's where I live up and down a lot of streets and avenues and there are certain areas where there are not that many bicycle docks, there seems to be an over saturation in black and brown communities. I know you've said no, that's not. So, but I used to use accessor ride and I've gone to neighbors that I normally wouldn't go to all of Brooklyn. I don't see nearly as many in certain areas. And for a while my son was taking me around in his car because we just wanted to do our own kind of personal survey to see. And a lot of these neighbors don't want, they don't have all of these dots. And then two, a lot of these bicycles are not even being utilized. Has anybody even thought about doing a survey because if they're not being utilized, what is the point of having them take a parking space? It's causing a big problem. People literally in my neighborhood getting into fights over parking spaces. And that is because they don't have any available parking spaces along with all of these uh outdoor cafes. That's another thing when we were in the pandemic, I could understand it, but a lot of these structures have been all but abandoned. There's one in the corner where I live, Midwood and Flatbush and the thing is huge and huge. So a couple of a couple of things. So it's a lot. So the first thing is uh the uh city bikes uh right now there, it's a for profit model. The way they make their money is that the city gives them the space. But outside of that, uh outside of the space that they get, the entire operation is a for profit model. So they are going to put the racks where they think the most people are going to use them. Uh They are not city wide. So these bike racks are only in certain areas because they're restricted by the city of New York. City bike has been asking for an opportunity to expand city wide and the city has said no, they've stopped them from doing it. Uh But the model has worked for city bike, they wanna be everywhere. Uh but they can't because of restrictions. But from the city of New York, the neighborhoods that have these bikes are all from like central to northern Brooklyn. Almost no southern Brooklyn neighborhoods have any city bikes. They're also not in the outskirts of the out portions of the outer boroughs in Queens in the Bronx, um are almost everywhere in Manhattan and are almost nowhere in Staten Island. And it's just a, a contract issue that they have with the city of New York related to expansion. The second thing is that there are over 3 million parking spaces in the city of New York. The these bike racks and these outdoor dining spaces, I've taken less than 1% of those spaces. So I'll just use a number. It's 3 million bike racks. If they've taken, you know, 20,000 parking spots. It's, it's a lot and it's not, I mean, 3 million parking spots. If they've taken 20,000, it's, it's, it's a lot. It's just not the case. People feel that that's why there's less parking, but there's actually less parking because there are more cars. Not because they, their bike racks taking over. Not because there are, are the structures for the restaurants of which have decreased since the pandemic. So again, more cars is the problem, which is why congestion pricing is so great. I wanna bring it back to that right now. There are too many people with vehicles, but a lot of people feel vehicles is the only way that they can move around this city and they're not wrong and it's the only way that they can move around the city safely in a clean manner. Um And, and reliably, we're gonna change that with congestion pricing. It will be a real alternative and there'll be less people needing to own cars in the city center. But again, the parking spaces are not being, are not leaving or not disappearing because of the bike racks. And because of the outdoor dining, it is because there are more vehicles in the city of New York. So you're just competing with more vehicles on your block and that is the biggest issue kind of bouncing back to an idea. We talked about before with the daylighting and kind of piggybacking on what Arlene said about the fact that can get contentious when people are looking for those parking spaces. Does the idea of removing more parking spaces to implement that daylighting concern you at all? Is there any way to offset those impacts at least in the short term while we're really trying to collect the money from congestion pricing to implement those long term changes. No, the the issue here is that safety is more important than your ability to park. Uh That little boy lost his life and maybe he could have been saved if there was daylighting. So I don't care if we take out 20,000 parking spots to do the daylighting overnight. It's about saving lives and we have more people dying on our streets than ever or in than recent memory and we have to do better and that's why we're doing it. And I just wanna be honest, vehicle ownership in a city like New York, um is, shouldn't be the most convenient way to move around. It is a, a city that is very populated, is densely populated. And if we expect every single resident to have a car, we're talking about 8 million cars and it's just not something that's feasible or plausible. So we just wanna, I, I guess I impress upon people that more vehicles is not the answer and it's about building alternatives in a real way. And building infrastructure for those alternatives in a reason in a real way. That's why all this is happening and it's just gonna be uh times are changing safety first, a message from you and what a lot of transit advocates are saying as we make this shift if you Reynosa is with us after this call in with your questions. 7188616800.

Thanks so much for sticking with us here on. Ask the borough president with Brooklyn BP, Antonio Reno. So already so much good conversation that we've had here throughout the evening. And we do have another caller on the line with the question ready. Terry is joining us from Cypress Hills. Thanks so much for calling in Terry. What's your question tonight? My question is what is being done over the, um, loud music, all the racket with the motorcycles and, and this is like, you know, Atlantic Avenue is like a race track and, and I'm talking about miles of motorcycles on a Sunday. You should stand around here and see them party through like a parade. What is being done over this motorcycle issues? Thank you, Terry. Yeah, it, it's a, it's an issue, a couple of things there as well. This all comes back to the car center World, Atlantic Avenue for all intents and purposes is a highway is a highway on a local street. It's three lanes going either way, going and coming and if they're from East New York is three lanes going and coming, getting into the South Conduit or coming into downtown Brooklyn and it's just a highway and it being a highway opens the door to a want to run or drive at the speed that you would on a highway. Uh, and it shouldn't be the way it should be 25 miles an hour is how you move. Uh, the way we solve for that is by making the, the, the median wider to allow for it to be two lanes instead of three, making it so that it's inconvenient. It's not convenient. It's not three lanes running all the way through. So it's just a design issue is one. And I think they, they got, they have some design things that they're gonna change. The second thing is speed cameras is cameras, they need to put them up. Uh, they go several blocks, we can go 34 blocks in East New York without seeing a speed camera and they know it and they're racing through it and then stopping right when they're about to get to one and that is very dangerous. And then the motorcycles, there's just so many of them, they wanna be loud, they wanna make as much noise as possible. They do it when people are trying to sleep is just very inappropriate. If this is happening every Sunday. Let's say that the precinct should be on top of it. The precinct should know that it's about to happen and should have a squad out there ready to go to stop people from doing that work. And it's not, it's not happening. So this is good that I'm hearing this from Terry, I'll do my part. I will talk to the precinct. So precinct is gonna have a couple of things they're gonna have to do. But this is one where I'm more than happy to reach out to them and see if it's, uh, something that happens regularly around the same time. So we could do something about it. And the second thing is a design issue, uh, of which uh we can do better, but we just talked about car culture. Can you imagine if we decide that we're gonna turn that from 23 lane, three lanes to just two lanes in an effort to address speeding issues, to address safety and to remove this idea that Atlantic Avenue is a highway versus it being a, a street in which people are crossing and that people are using every day. Speaking of redesign and highways, I know that last month you were with a lot of different uh local organizations calling for um redesign of the BQE, the US Department of Transportation has sent us more than $5 million to re envision that. What do you think needs to be part of the final plan? So one, I'm just elated that the city of New York decided to enter into a RFP or request for proposal to the federal government so that we can start getting money to plan. And now we are, we allow the communities to dictate the outcomes of the self determination about what they wanna see. And that very rarely happens for my entire time as a city council member. And even before that, as a chief of staff, the city never wanted to work with these communities and trying to figure out a solution. This time. This administration again, I wanna give kudos to the to the uh to the mayor uh to the mayor. I'm sorry, Eric Adams for his uh ability to work with us and the Department of Transportation has decided that they're partners and we got $5 million to do a design work. And we're gonna figure out the best way to start solving for the north and south of the BQE because everybody talks about the cantilever, which is just, you know, overrun with resources. Our people that have parts on top of parts on top of parts while the north and south are just left with this terrible infrastructure put forth by Robert Moses. So the design will happen. We wanna deck over in Williamsburg to create more than three acres of park space. And we're having conversations in Sunset Park. I don't wanna say what they are because I want them to figure it out and to do whatever it is they want. I don't wanna impose myself just yet but exciting things to come. When you talk about that much green over what's been just a traditional highway for so, so long. The justice we're talking about there is unbelievable. We're not just talking about, you know, doing something and forgetting about it is like doing something that's gonna actually reverse the damage, not just eliminate it, but reverse it and, and give us more green space and kids able to run around without having to suck in all those fumes. Uh I live in Winburg and I suffered through that. My sister has asthma. So I just, I'm, I'm grateful that we're starting the process to, to see a better end there. I wanna share gears to another cause that I know is important to you and that is maternal health. We saw a big package of bills be passed in the state budget related to maternal health. I believe that New York is now the first state in the nation with a stand alone prenatal leave policy. Doula services also now covered by Medicaid. Your reaction to seeing that pass. I can't tell you how happy I am when I became borough president. Uh I committed myself to making sure that Brooklyn would be the safest place for all women to have babies. That is a goal that I set forth, but I can't do it by myself. I gave all of my money, my capital dollars, my first year to outfit the three public hospitals with state of the art birthing institutions or birthing infrastructure. So they're gonna be amazing. But that's only half the battle. There's so much more that goes into why that goes into why women are dying during birth watcher or, or infants are dying and this is a part of it. The prenatal care is so important but poor women don't, sometimes they don't have a choice between missing days of work or having to go for a check up. They lose money and they're living paycheck to paycheck already. So they decide not to go and it hurts their health. Uh So I'm so grateful to the governor for the work that they're doing. And the state also put in $500,000 right now. So we could talk about expanding midwifery care services by giving that to a cuny institution. So we could educate more midwives. Um so that we can have more diversity in the midwifery programs and see midwives all over the city of New York. So I can't tell you that how happy I am and how much work we've done to get to where we are now. And I'm grateful again to the governor for not just working at the margins but actually affecting change in a meaningful way and staying on top of it. Great to see expecting mothers have more options and more protections put in place for them on the term. Absolutely. We know everything we need to do to solve for this problem and it's about time we're finally doing it well said or as the borough president continues after this. Don't go anywhere. We were talking earlier about how this is your favorite time of the year in the month of May we start getting that warmer weather. We start also having to crank the ac a little bit more and with that comes higher energy bills all too often. But your office is working to help connect people to some resources. Should those expenses get a little bit out of control? Can you elaborate a little bit and they will? But we want to help folks working alongside a council member, Mercedes Narcis, uh who's my assistant from the other side of the island. A shout out to her. Um And we just want folks to understand their bill, understand what their rates mean. But also if you have issues and you need payment assistance programs, we're able to be helpful with that uh energy affordability program as well. We can help you outfit your home so that if you do have to crank it up, maybe there's other ways that you can save money in other places and then special services for our seniors for the people that need the help and have the least amount of resources to get there. So all this is to be available to you in this Con Edison customer assistance service day that we're putting together again with council member Mercedes is going to be a lot of fun. Looking forward to that coming up on Wednesday, May 22nd when we talk about approaching the summer season, I think all too often we think of the thunderstorms that come with it. And here in Brooklyn, we know there are specific spots that are particularly prone to flooding any mitigation efforts that are happening right now to avoid that come the change in season. Well, this is a great conversation to have because right now the budget is being negotiated at the city council with by the city council and the mayor. And what we've just found out is that more than half of the trucks that dep has to specifically deal with unclogging drains are out of service. Uh They're in need of repair and the mayor's office is just presented a, a reduction or a peg a cut to the Department of Environmental Protection. So not only are we not gonna have the resources of the manpower to uh deal with the issue? We also don't have the equipment to deal with it. We are in a negotiation right now and I hope that the general public reaches out to the council member to the mayor uh a case here to be made that this is deeply important so that the next time the flooding happens, it isn't as bad as we've seen.
