A new report says New York City is failing when it comes to rat control. 
According to an audit by city Comptroller Scott Stringer, the Health Department is only making a minor impact with its pest control program. 
The audit claims the department didn't examine nearly a quarter of reported cases within its own 10-day target and that it failed to tell residents to clean up garbage to prevent infestations. 
Health officials strongly disagreed with the audit, saying that it only focused on 15 percent of the overall 100,000 inspections that they conducted.
