Under a new pilot program, the city is exposing people's dirty little secret of not recycling.

The Department of Sanitation is making people who don't separate their recyclables from their trash put their garbage in clear bags for everyone to see. The punishment will apply to repeat offenders who failed to comply after warnings and summonses.

The plan is in effect for Brooklyn and Manhattan, but officials expect to expand the program citywide by next year.

Six buildings have already been singled out: 607 Rugby Rd., 3801 Avenue L, 2320 Ocean Ave., 2425 Nostrand Ave., 2540 Ocean Ave. and 2626 Kings Highway.

According to the Department of Sanitation, New Yorkers separate about 17 percent of recyclable materials. The city's goal is 25 percent.
