Contractor accused of skirting multiple NYC restaurants on outdoor dining projects

Outdoor dining structures are the only dine-in options for restaurants in the city right now, and many businesses have hired contractors to get the job done right.
But the owner of Kirvens, a neighborhood bar in the Bronx, says she and other businesses in the city have paid the same contractor a hefty deposit, only to be stiffed for weeks.
Marisa says she hired "Best Graphics NY Corp.," a business which says they specialize in awnings among other things, with three locations across the state. But now she can't get in touch with the contractor, and she says he blocked her on social media.
News 12 was able to get ahold of Hector with Best Graphics NY Corp. He claims the reason the project at Kirvens is incomplete is because of changes Marisa requested, and that he missed calls because he felt threatened.
She said those changes were to stay in line with new rules issued by the Department of Transportation -- mandatory changes from the city.
The project was signed to be completed by Dec. 2. Marisa now says she may have to close.
