The number of Brooklyn and city eateries that failed health inspections jumped 17 percent from last year, according to the Department of Health. Danny and Pepper's Jerk Chicken Express on Flatbush Avenue topped the list. The Department of Health says the Brooklyn eatery was slapped with 193 violation points. Inspectors found rats, mice, dirty restrooms and a number of food violations. According to the report, one in six of the city?s more than 27,000 restaurants failed the city's hygiene test. The restaurants were charged a total of $17.3 million in fines.
