Advocates for the homeless are criticizing comments made by NYPD Commissioner Bill Bratton on Monday.
During a news conference, Bratton urged people who had a problem with the homeless to not give money to homeless people begging on city streets.
Bratton's remarks came after a reporter asked him to respond to a picture of a homeless person with a cat, dog, pet food and litter box.
