The NYPD is promising to make changes in an effort to improve its controversial stop-and-frisk policy.
Police Commissioner Ray Kelly announced this week that a training regime has been put in place to better train officers. Other changes include making executive officers personally responsible for monitoring the stops within their precincts and expanding community outreach programs.
Many local politicians and residents have called for an end to the tactic, but Kelly argues that it's a necessary tool to combat crime.
