A new report says the city's public housing units have seen a surge in repair requests. 
According to the Wall Street journal, complaints doubled between 2008 and 2011, with more than a third of NYCHA tenants reporting heating, leaks or other major repairs in their apartments. 
NYCHA says that since the 2011 census, it has reduced its repair backlog from 420,000 to 80,000. 
NYCHA added that it's open to the report's recommendations.
