Rockland executive proposes 2027 budget with no property tax increase

The Rockland County executive has proposed a $964.8 million budget for 2027 that includes no increase in county property taxes, despite spending levels that exceed last year's adopted budget of $914,218,305.

The county tax rate has not increased in several years.

County Executive Ed Day said the proposal reflects years of fiscal management since the county's financial struggles more than a decade ago.

"When you take that to the backdrop of a municipality that was nearly broke some 12 years ago. It takes a lot of work to do," Day said.

According to the proposed budget, maintaining flat county property taxes in 2027 relies in part on the use of $32 million in appropriated fund balance.

Day also cited revenue from grants, sales tax and tourism as key contributors to the county's financial position.

"Cars and restaurants are big in Rockland County as far as sales tax is concerned. If more money is coming in through your sales tax, don't spend it automatically. Use it to reinvest into your own people," Day said.

At the same time, Day warned about potential financial challenges tied to uncertainty surrounding state-level Medicaid and SNAP funding.

"If this is not corrected now and in the very near future, we are looking at the potential for next year having a 17 percent property tax increase. That is what's at stake here right now," Day said.

The Rockland County Legislature is scheduled to begin reviewing the proposed budget next week.

Residents will have an opportunity to weigh in on the spending plan during a public hearing on Nov. 20.

The 2027 budget is expected to be adopted in December 2026.
