Tenants at 64 Troutman St. filed a lawsuit in August, accusing the building's owner of leaving dead cats in the building.
They say this is just one of many things the landlord has done to harass them into leaving. However, the new Tenant Protection Act has given them leverage, making it easier for the tenants to go after the landlord for harassment.
Tenants at the building say the owner has removed stairs and walls and left rotting garbage in the hallways. After filing their suit, they say the landlord's lawyers contacted them to try working out a deal.
