NYC rolls out ‘OPEN for Small Business’ package after months of owner feedback

The initiative aims to cut red tape, reduce permit costs and expand support services for the city’s roughly 180,000 small businesses.

Mayor Zohran Mamdani announced a sweeping overhaul of New York City’s small business services, signing a three‑part executive order and unveiling the “O.P.E.N. for Small Business” policy package.

The initiative aims to cut red tape, reduce permit costs and expand support services for the city’s roughly 180,000 small businesses.

The announcement at La Bodega in the South Bronx followed six months of feedback from business owners across the five boroughs. Mamdani said the reforms are designed to ease the burden of paperwork, fees and delays that often hold up new businesses trying to get off the ground.

“Aspiring business owners will be assigned a case manager who will help walk them through the process,” Mamdani said, “City Hall wants to support you, so you are equipped to pass your inspection.”

Under the executive order that the mayor signed, the NYC Business Express Service Team will be expanded to create a one-stop "concierge" service for new businesses where they will be assigned to a client manager who guides them from start to finish to assist with permitting, licensing, inspections and compliance across agencies.

The order will also require inspection teams to pass out the "business owner bill of rights," which explains what inspectors must tell them and what resources are available when standards are not met. While cty agencies are required to provide the document, city officials found only 9% of businesses in the city ever reported receiving it.

The "O.P.E.N. for Small Business" policy includes 50 reforms, including plans to eliminate the frozen dessert permit, reduce fines on certain food safety violations from $600 to $500 for three violations related to preventing cross-contamination across foods, and cut equipment registration fees to zero for 12 months.

Local entrepreneurs say the changes are overdue. Kris Afum, owner of Lifestyle 1104 Juice Bar, said the system has long felt stacked against small businesses.

“There are still too many rules to keep up with and sometimes it feels like our own city government is working against us,” Afum said.

Business Improvement District leaders welcomed the reforms but stressed that cutting red tape is only part of the challenge. Camelia Tepelus, executive director of the Morris Park BID, said infrastructure and sanitation remain pressing concerns.

“We want to see a stronger commitment to modernizing our outdated infrastructure, resources for cleanliness on our commercial corridors, and better management of public space,” Tepelus said.

Pedro Suarez, executive director of the Third Avenue BID, pointed to homelessness and drug use as ongoing issues affecting businesses in his district.

“Having an additional presence making sure that people are getting services and have access to housing is a major issue,” Suarez said. “It certainly influences shopper behavior.”

City Hall says the reforms are only the first step.

The order also creates an OPEN Taskforce of 10 city agencies, required to deliver yearly updates on business pain points. Officials say small business owners can expect more changes in the months ahead, from streamlined outdoor dining approvals to eliminating outdated licenses and cutting fees on food trucks and commercial equipment.
