Clifton officials are moving forward with plans for paid parking in commercial districts, with the City Council scheduled to consider a $24,800 consulting contract Wednesday night.

The proposed contract with THA Consulting would help the city evaluate parking pay stations, mobile payment options and equipment costs for streets and public lots in selected commercial districts.

"Before I even stepped foot in the store, I've already like five bucks, ten bucks," Clifton resident Luis Rodriguez said. "So, I'm already down, and that's including the gas prices that are high right now. So, it's just adding on top of that."

The consultant’s Oct. 30 proposal does not identify which streets or lots would be affected, how much drivers would pay or when paid parking could begin.

"You have two cars per family, two or three cars, it's too congested," said Clifton resident Nicole Lawrence. "A lot of these streets here, people just park their cars and leave them there for days. They don't move."

According to the proposal, the city’s goals include increasing parking turnover to support local businesses, accommodating commercial district employees and generating revenue for municipal parking operations.

"I think it would generate good revenue," said Clifton resident Justin Bonilla. "It would be good just for us to have."

The consulting work would include recommending pay station locations, preparing an implementation schedule and evaluating a possible phased rollout. THA would also provide sample paid-parking ordinances for city officials to review.

The proposed $24,800 contract includes $15,000 for implementation planning and $9,800 for public communications and rollout planning, including outreach to local businesses.

The city previously authorized an $18,400 study of a potential paid-parking program in January. A September police memorandum also described paid parking in shopping districts as a projected second phase of a broader effort to modernize Clifton’s parking system.

The contract is listed as Resolution R509-26 on the council’s agenda for Wednesday’s meeting at City Hall.
