Police arrested a 23-year-old man in Brooklyn Tuesday in connection with the murder of a teenager in the Bronx over the weekend.
Darrell Spencer is accused of killing 17-year-old Jamia Hazel and dumping her dismembered body in an alley in Mott Haven, where he lives with his mother and sister, police say.
Cynthia Marshall, Hazel's foster mother, says the teen was a runaway who had been living with her in Bushwick for only a short time before taking off again. Marshall says she doesn't know how Hazel ended up in the Bronx.
Spencer is charged with murder and criminal possession of a weapon.
