Residents in Brighton Beach say they are tired of being fined for other people's litter. The Department of Transportation is issuing fines to residents who don't pick up the trash on their sidewalk. Many say the trash does not belong to them, but they are still being fined hundreds of dollars in tickets. In order to help keep the sidewalks clean, residents have asked the Department of Sanitation to supply public trash bins. Officials, however, say trash bins cannot be placed in residential neighborhoods.
