Bronx residents waded through water Sunday as a nor'easter dumped several inches of rain and gusty winds.
Mayor Michael Bloomberg (R-NYC) said coastal areas such as Edgewater Park, Silver Beach, Locust Point, Classon Point and Throgs Neck were at the highest risk. Gov. Eliot Spitzer (D-NY) has about 3,200 National Guard members on standby.
Many roads in the Bronx were closed due to flooding. Officials urge motorists to take public transportation and to be cautious if they must drive.
Meanwhile, the Port Authority of New York and New Jersey said more than 300 flights are canceled at John F. Kennedy Airport, LaGuardia Airport and Newark Liberty International Airport.
The rainfall is part of a storm system that blew across the Gulf Coast Friday and Saturday.
