An inspection at a home in Spring Valley uncovered dozens of violations and thousands of dollars in fines after police responded to a call about a child’s death on Jan. 22.
The Rockland County Office of Buildings and Codes said they issued 51 violations and about $42,000 in fines to Joel Friedman, the property owner of 18 White St. The inspection followed a request from Spring Valley police, who received a 911 call about a child’s death at the home and noticed a converted garage. The reason for the child’s death is under investigation.
Spring Valley police shared Wednesday that they responded to the report of an unresponsive infant. Police say they found a woman holding that 6-month-old. Police began lifesaving measures on the baby but the baby was later pronounced dead at a hospital.
Spring Valley police add eight additional kids were found at the home in good health and Child Protective Services is continuing to investigate. Law enforcement asks anyone with information to contact them.
OBC said it found violations that included changes made without permits, electrical hazards, missing or not working smoke and carbon monoxide detectors, combustible materials, blocked exits and unlawful changes to the building’s use and occupancy.
At this point, the county does not believe the condition of the home played a role in the death.
Inspectors say the second floor, garage and basement were converted for residential use against the property’s certificate of occupancy.
"One of the violations was the illegally converted garage, where a single woman was residing for over 31 years," Ed Markunas, head of OBC, said that's what the woman told them. "These problems in Spring Valley, as we've been saying, have existed for many years. Now we have a marker."
News 12 was told the county plans to be in court to have the homes converted bedrooms in the garage and basement vacated.
Spring Valley Village Mayor Schenley Vital said police informed him that an infant was in distress at the home. He says they are investigating the death and allegations that an illegal daycare was operating there.
Mayor Vital offered his condolences to the family.
He tells News 12 the village is planning to release a tip line for residents to report illegal housing.
News 12 attempted to reach out to Joel Friedman for comment but were unsuccessful.
The county says they have not previously received a complaint about the property and encourage the public to report violations to them.
