A Bronx councilman is proposing major changes to bring an end to poorly paved roads in Throgs Neck. Drivers say Lafayette Avenue is in disrepair and in need of a fresh coat of asphalt. City Councilman James Vacca (D-13th District) chairs the city's transportation committee and says he wants to use recycled asphalt to help pave the streets. He says the move would cut the project costs in half. Vacca says workers require nearly a week to fill a single pothole and that residents need to be patient.
