And I believe we have our first caller on the line. So let's get to Darlene who's joining us tonight from East Flatbush. Darlene. Thanks so much for calling. And what's your question for the BP? Hi. Um, good evening. Um, there is a street light, um, that he's repairing and several different agencies. I've also did call, you know, your office and they were helpful. However, since that time, we haven't had light from the street lights and I've called 311 several times and they closed the case opened the case. So I've had different work order numbers and I just wanted to know when is this gonna be finally resolved, Darlene, where, where is the light located? It is. Um, it's in East Slats. It's on, um, East 52nd, let's see, MF, East Flat Bush and East 52nd Street. It believes. Ok. So obviously a concern for her and that this is a light that's been out for a while. She has made several calls and unfortunately, it seems like the uh the due diligence in getting it repaired has yet to be seen all the way through. Yeah, it's an unfortunate thing. We, we've been, we talk about crime in the beginning of the hour and it's an example of little things that add up. Uh and these type of things and well lit areas obviously allow for less crime to happen. It's a proven, it's a statistically proven thing and it's something we should be able to get done and you shouldn't have to call into, you know, as the borough president to get that done. But we will, we have the information with us. We have your contact information so we'll get it to our staff, uh, on tomorrow and hopefully we get a response from the Department of Transportation on exactly when they're gonna be able to fix it. So we're on it. It'll, it'll, it'll be fixed. All right, Darlene. Hopefully some help on the way in the not so far future. So unfortunate, you know, especially if it's something that's been going on for a while for her. So nice to see. And she did her job, her job was to call 311. She had done that and they still don't fix it. It, it erodes trust in the work that we're supposed to be doing. So, I, I'm happy she called we were, we're gonna solve for it. I wanna also look ahead to some changes that could be coming to Atlantic Avenue when we talk about kind of re envisioning neighborhoods, this plan to make it a mixed use redevelopment plan, so to speak. Uh Could you elaborate a little more on what the vision is for that, what Brooklynites can expect and how they can get involved in that process as it plays out, It puts in perspective how and how we think about development in our city. I think a lot of people get concerned when they hear development, we have what we call nimbys are not in your backyard. Um Which, oh, well, we there's two different things we're gonna talk about. There's an Atlantic Avenue development called A Up but this one you're talking about, I think is the Atlantic Avenue to make it safer. Yes, there are two, there is, I think the redevelopment which mixed use apartments and then also the actual Avenue itself. So, so the the redevelopment is coming in, this is a wide street. These are streets that are more uh that conform more or do more for buildings. So we're not building in a one way tight uh neighborhood that only has one family homes. We're building in an area that has three lanes for all intents and purposes on either side. So we're talking about a six lane highway in the middle of our, of, of Brooklyn that can take on the development. So we're looking forward to seeing how much growth we can get there. And we're talking about thousands of units in a time when we are in a crisis and we think that we can start solving for that through this. So we're very excited. Um And we also know Atlantic Avenue has become a corridor, a commercial corridor and our ways of retail and and, and we also have um uh mechanic shops, cars or auto shops. So we think we could continue to maintain a vibrant street that is going to contribute to the greater good of building housing for us. So we're very excited for it. And then the street safety uh Atlantic Avenue is uh one of the most if not the most dangerous street in New York in Brooklyn. And it's a street that hasn't seen changes in a long time. So we're looking forward to building more mid block work, right? So what happens is it's a long street, like I said, six lanes, some people won't make it to the end of the block uh in enough time. So having mid crossings or like islands for people to stand on that are safe um allowing for time, better timing mid block crossings so that people don't need to walk the whole street to get to the middle of the block. There's so many things we're already doing, seen some advancements by dot But we need more work and we're very excited for both the development of housing and the commercial spaces and the re envisioning and redesigning of the streetscape. So it's gonna be great. It all works hand in hand there. It all works and it's positive change. A lot of people just don't like seeing development in it around them, but a lot of people want change, but nobody wants to do the work. You're gonna see the change and the work needs to be done and long term, it's gonna be something that we're all gonna be proud of. Um And we see it right now in downtown Brooklyn is an example, uh where we've seen a significant amount of development. It hasn't been a burden on the surrounding communities and has added thousands of units of housing to a place. Uh a city that has uh less than half a percent um uh vacancy rate here. So, so I'm looking forward to it. Speaking of change, I think since we've last spoken, the changes are coming to mcguinness Boulevard. How does it feel to see what's been such a long time coming? Come to fruition? I can't tell you how happy I am. Uh It's one of those things where we were able to talk to the mayor's office and they, they wanted to get something done. Uh We, we were originally got a plan from the city. The city's plan was denied, they denied their own plan. We said we'll take your plan then they said, no, we're gonna modify it. They modified it and give us a second plan. And then they say they don't want the second plan after we said, we'll compromise with the second plan, their second plan and they said no. And then the third plan was just new paint, but nothing really was changing. Uh And they came back to us and said, we wanna have a conversation about this, the middle plan and we said we were always good with it. We would be very supportive. So in this case, I wanna really thank the mayor's office and the Department of Transportation for coming to the table. Doing. What I think is the best plan where he listens to all sides and gets it done. So, very happy for mcguinness and the people of Green Point, we've been fighting for this for a long time and we're very happy to see it finally done. Exactly. To ask the borough president with Brooklyn BP. Antonio Reynoso already gotten into such conversation, so much conversation, I should say tonight, but I do want to talk about an issue that might not be top of mind for so many New Yorkers right now as we are entering December and in this frigid weather, but the brush fires that we've been experiencing across the city so far this fall and the drought warning that we're currently in the first one in more than 20 years time that the city has faced, what was your rea to the scenes BP Renos so that we saw coming out of Prospect Park for once and the fact that we had so many of these in such a condensed time and what it uh sort of signifies for the state of the climate right now. The first time we saw, uh someone told me there was a brush fire in Prospect Park and it's a brush fire, you know, maybe a small fire that somebody put off, you know, they stomped on the, on the dried leaves and we were good to go. Then I got visuals of it and saw uh you know how big it was and how, how scary it was and it just really put in perspective to understand what it means that the city is in, is dry or is in a drought. Um, and I was concerned, I immediate, I immediately asked OEM, what they're doing but how many brush fires have we had? And then the, within two weeks they said it was 300 brush fires. Um, and I think a lot of people don't see it and don't touch it. So they, you know, out of, out of sight, out of mind. And I wanna be, I just, I think it's a good time. Just a warning. We're still in a drought warning, uh, where, where we were just three weeks ago and people have seen some rain and they might be, they might think it's ok. We can start moving towards, um, our pit fires, uh, putting away our cigarettes, uh, disposing of them properly is not something we need to continue to do, which they should always do. Um, barbecues, uh, are just not something that we want people to continue to do, but also conserving water, which I think people are, are lost, uh, lost for our water comes from the Delaware water grab out there and it might, we might see the rain here. Uh, but I could only imagine if there was a, a full to empty meter out there, it's still in a dangerous place. So if you can conserve energy and conserve energy and water specifically because we're still in it. We're not out of it. Even though you've seen rain over the last couple of days. You mentioned energy though. But now we're heading into December. It's freezing out there tonight. So we go from one extreme brush fires to another. Um, real quickly. What do you think this is about the state of our city's resiliency as climate evolves? It's, it's a very scary thing. It's the first time we're seeing this and what we traditionally we would want to do is we probably don't have a plan. Let's start to get a plan together. Good time to start thinking about that. Ashley, thanks so much for calling. And what's your question for the borough president? Good evening. And thank you for being there. Um The question I have is on Flushing and Lee. Um, I'm having a problem with MT A not pulling into bus stops. I'm a disabled person and now buses do not pull into bus stops and it's very hard getting off and on buses. But my problem is on Flushing and Lee Avenue. See, no way to, I have to go into the street every time to get on the bus. And I've called 311 numerous times and no one has acted to this, this problem I have with this store putting all these groceries in the bus stop. I see. Exactly. I was gonna ask you, is there something impeding the bus from entering the stop. Uh, and you just said some groceries, not groceries, they're unloading all of their produces and stuff. Is there from seven in the morning until eight at night. So the bus stop is in. Yeah, it seems like they might be using the bus stop for a loading zone. Yeah, I think that it's, it's probably, uh, it, it very rarely happens that a bus stop and a loading zone in the same spot. So I will look in, I know exactly where she's, where she's talking. I'm from Williamsburg, Ashley. So I'm coming to the rescue. I'm gonna see what it looks like. Uh We're gonna follow up with the NYPD and the MT A to see what's happening, there might be an opportunity to move the bus stop, maybe, um, a couple of feet forward or a couple of feet back or maybe one block up or one block down uh where it's not a loading zone so that we can get to, to both allowing for the business to do its work, which is what we want. But also allowing for uh anyone that wants to ride the bus to be able to have the bus pull in to the sidewalk, which is also very dangerous when it's not and we wanna keep people safe. So we're on top of it. We're gonna call tomorrow and we'll follow up with you. Interesting that she brings this up now because I believe just last week, it was the Department of Transportation announced that they will be adding hundreds of loading zones across the city in an effort to reduce double parking and the issues that come with that. Um How transformational do you think that could be to improving traffic flow across a borough like Brooklyn? I think it could be, it could be. I'm sorry, I got, I got it. It is December after all. I think it could be good. I'm actually concerned because what ends up happening is that what we solve for? One issue, which I think is a good issue helping businesses with loading zones. Traditionally, what we mostly see in double parking are uh fedex ups and Amazon vehicles that are double parking to make the deliveries. If we have loading zones, we so we should solve for that problem. What ends up happening is that the people that are the most disruptive are single occupancy vehicles where somebody double parks runs up to their home to go get something and comes back down or goes quickly into a bo and comes back out. Those are the people that cause the most harm or the most trouble. So, while the loading zones should solve for, uh uh uh what I think is a public good because we want our deliveries. We're making those, those calls and those orders to Amazon. So we don't want you to stop making those orders. It'll, you can keep doing them we're gonna make sure there's loading zones for them. My big concern is the biggest culprit to double parking is single occupancy vehicles sitting there with nobody in them. Uh, while somebody goes to do something for two or three minutes, it doesn't feel like a long time, but just that would cause a back up, uh, that you could only imagine and it feels like a long time where you're sitting in that parking spot trying to get out and no one's coming to your rescue too. So I, you know, I could feel it from, from both ends. I believe we have another caller joining us from East Flatbush. Evelynn is on the line. Evelyn. Thanks so much for your call. And what's your question for the BP tonight? I'm calling to find out how to protect my community from the relaxed zoning laws, the relaxed zoning laws perhaps looking ahead to city of yes and the re zoning laws that will come. So, yeah, it's an interesting question. So she, she's talking about protecting, um, so what we're doing is we're, we're answering the call to the over 70,000 people that are New York City residents and we're not talking about the migrant population yet talking about just the people that were already homeless we have right now, a 0.4 vacancy rate, which means that at one point there's a number, it's like 30,000 apartments are available per month if 40,000 people out of the 8.4 million people in the city of New York. If, if 40,000 people wanna move, 10,000 people have no place to go because there's no apartments for them. So they have to stay where they are. And if they can't afford to stay where they are, they have to go into the homeless shelter system. So we need to build more housing. What the city of Yas was was asking is for modest increases. You're not going to be neighborhood with three family homes or three story homes and see a 20 story tower. You might go from three stories uh to to an attic being overbuilt or being built bigger. So it'll still be three stories or you might see a garage conversion. If you're near a train station, you might see a five story building, but that's all we're talking about. The, the the increases are so modest that you won't feel them. You won't, you won't see them. It's gonna be hard to see. Uh, but it's just that change is hard. It's very hard, but it's absolutely necessary, especially in a growing city like this one. And this is an initiative that in 10 years we're gonna come back and there'll be very few people that would have felt it. That would have actually said the city of yes, did this, um or the city of yes, did that, whether it caused harm or it was positive is one thing whether or not you see it is another thing, you know, we, I talk about Williamsburg has over 14 homeless shelters and I would challenge any Williamsburg resident to tell me where they are. And it's because there's this, uh, this natural inclination to change or something that's different and to try, try to challenge it every single time. Uh, but, uh, when you really take a step back, uh, do the people in Williamsburg truly feel the 14 homeless shelters in a negative way. They probably don't is the same thing with the city of Yes, it's gonna be modest increases that you will not feel or see, uh, but can cau will cause AAA good impact on the housing crisis that we have. So, um, you know, I don't want anybody to protect themselves from the changes to the law because there's nothing to protect yourself from. It's modest increases that, uh, will be negligible to, to the general resident of the city of New York. I think it's really helpful to paint that picture that way and, you know, make everyone's expectations exactly that level as they should be. Uh, we look ahead to, uh, building up infrastructure and building up our city and there recently has been some renewed conversation about a ferry line connecting South Brooklyn to Staten Island. Not an entirely new idea but something that's been discussed in the past. Can you shed any light on those plans or the idea as it stands. So we a long time ago, the borough president of Staten Island, Vira Fala and I, we are challenged to work together and we do. And it's just this idea that Republicans and Democrats can't get along and it just is not in our nature. Vito and I have a very good working relationship and we both almost at the same time said the ferry, we wanted to go from uh Bay Ridge all the way up to uh Saint George in Staten Island. It would be a great connection uh for many reasons. Uh But ultimately, it's just to increase the cross borough uh economic opportunities and development opportunities um and also access to, to jobs. Uh And um uh I think a lot of people think the center of the universe is Manhattan. We're seeing with downtown Brooklyn and other places in Brooklyn that people traveling to work is starting to move in the borough between Queens and Brooklyn and Brook. Uh Queens and the Bronx and Staten Island and Brooklyn. So it would just allow us for a lot more um access uh to our city. Also, we need to do more for Staten Island. It has one connection, it stops in Manhattan and then it keeps it moving and we could do better. And the ferry system in itself is a great alternative to vehicle transportation and vehicle movement. Uh And I think that we should be expanding the ferry service everywhere uh in a lot of places like uh in Karsi, like in Coney Island and like in Bay Ridge. So uh I think it's a great idea. I just know that a council member, Justin Brandon also talked about it. So I'm very excited about the prospects of continuing to build the coalition to get that done and see if E DC cancel the call. Yeah, I think the waterways move a lot faster than, than the Verrazano on a bad day. Even, you know, you mentioned Coney Island, Karsi, all these locations that have been in talks to potentially receive ferry stops. It seems like most people that you talk to have nothing but great things to say about their ferry experience. Overall, it's pretty reasonably priced. It's a really nice way to travel and take in the sights of the city. Why do you think it hasn't been developed further at this point? Uh I, I would say one thing is I told you change is difficult. Uh There's no one in all of Brooklyn that talks about their, you know, being ignored or feeling neglected than the Coney Island. They always feel like they're the the the outer part of the outer borough and it's a and I and I speak to them and tell them a ferry is an example of giving people access to the beauty that is Coney Island, giving people an alternative to how to get there. That is not the train or by vehicle. Uh but people um make it, make it very difficult because the change comes with someone having to sacrifice a bit of the waterfront for the ferry to come in. And there's a fight right now or China between it being in the bay, it being by the beach is just uh uh you know, just a, a challenge. And because of that challenge, it scares E DC because E DC or the Economic Development Corporation wants everything to be easy. And in Coney Island because of the, the fight on where exactly it's located, it, they just rather not deal with those issues. Um So I think it's, uh, a little bit of the city not being strong enough and the community having to make sacrifices. All right. It's been great speaking with you and getting so many questions answered tonight from our viewers and I believe we have a few other callers on the line. So let's get right to Ellis who's dialed in from East New York. Ellis. Thanks for your call. What's your question tonight? Uh Good evening B president. Um, I live on Hendrick Street between um, New Locks and Hegeman in the East New York section. This block has become a drag strip. Ok. Um, we have a stop sign on, um, Hman, which people run the stop sign, but when they turn off the new lot, they're coming in to the block. It becomes a race track. It is dangerous. Ok. I've got, I parked my car, I had to get out and boom, you gotta be careful crossing the street. You got a church in the middle of the block where they have different activities even dangerous for the parishioners. We need some help over here. Thank you. So, Alice, uh, just a quick question. Is it a bus, is it a bus lane uh, or does the bus run and then the other, no bus comes through that block. No bus comes through the block resident. And then length wise it is, it, is it a long block, would you consider it? It, it's, it's a long block. It's an East New York block. So it must be long. So can I ask you, you said Hendrick street in between what and what between Lubbock and he? Mm. Ok. Safety. Yeah. So we're gonna, yeah, we'll, we'll talk about this, these longer streets like these one way long streets in um in these type of areas are places where, you know, people are just in a rush and they assume because there's a row of houses with very few buildings that less people, I guess uh they could just fly through it. Um So this is an ideal place. You would, you would assume it's an ideal place for a speed bump. We have to do some research. There are federal. This is for everyone. People think we could put a speed bump or a stop sign or a light anywhere we want. There are federal guidelines that we have to abide by before we can put any of those things on. And it arguably the most frustrating thing, you know what people say until someone doesn't die, they're not gonna change it. And te the federal guidelines are that way. There are some leeway that we get in the city, but ultimately, we abide by federal transit guidelines. And it is sad because it needs to have either people have been killed on the intersection on the street, uh, multiple crashes. Like there needs to be some sign that the traffic calming measure is necessary. So I just wanna let you know that because we'll say we want it. Then the dot would have to do a study in the study, would have to follow federal guidelines and then we'll see where it lands. So we're gonna go through the process. There is some advocacy that you can do and some work that the city could take on outside of the federal government. But traditionally, um those guidelines are we passed through, but I'm going to see what I can do. So we'll be on it. You hate to see worst case scenario play out to enact some change. So hopefully, this opens some eyes to the issue there and get some preventative work. Great. Let's get to Alexis who has dialed in from Kensington tonight. Alexis, thanks so much for your call and go ahead and ask your question whenever you're ready. So my question is about the street sweeping in our neighborhood, folks usually move their cars, but lately it seems like none of the leaves are getting moved, the trash is piling up and the street sweers aren't rolling through. And I get worried about that as we're starting to have more rain about potential flooding and just wondering what we can do to get our neighborhoods and streets a little bit cleaner. Ok. Uh, Alexis, uh, if you're still on, I'm so sorry. Uh, Kensington. Where in Kensington? Do you have a street specifically or do you feel like just in general the community just looks a lot less clean or seeing the, uh, the street sweeper not passing by as, as much as it usually does. Yeah, I'm on church in four fourth street. So definitely here on my block and the surrounding blocks as well. It seems like they, they'll come down Church Avenue which is, you know, pretty main road, but as far as the neighborhood, it seems hit or miss on if they're actually coming through on the street sleeping days. So, so this is not the first time I'm hearing this. I actually got stopped at Borough Hall for someone I believe in East New York that was going through the same issue and they don't see, they're asked to move their vehicle, they move them every single time and in one case for two weeks, they didn't see a street sweeper. Um And like the uh Alexis had just mentioned that when we talk about uh flooding, when you don't sweep the streets or it's not clean, the the leaves, the garbage can get piled up into a cash base and make it so that flooding occurs and we wanna prevent all that from happening. But regardless the, the basic work that we need to do as a city is keep it clean, pick up people's trash. And if we're not doing that, then we're failing at a very basic level. So what I'm gonna do is I'm gonna call the department of sanitation. We're gonna check about, we're gonna look into church and Fourth Street. Uh but just ask a general question. It's not the first time people are asking me about this. If there's something that is happening where these streets are not being reached and and what we can do to better, better logistics maybe allow for all these streets to get clean in a regular fashion. It's almost a little ironic that we're talking about trash build up in the streets just about a month after the city has rolled out its new trash receptacle requirement. So asking a lot of New Yorkers to invest in trash bins so that we could kind of quell the pro the problem I should say and rid the city of rats. And then we hear calls like this saying, hey, we're trying to move our cars and do our part, but it seems like not everyone is stepping in as they should. Yeah, that's a, it's very hypocritical of the city. Um uh We need some level of like us a responsibility when we're like playing video games. There's some responsibility that we as residents have and we will do our job and we'll do the best to, to solve for, to help the city solve for our problems. But when we show up, we need to show up. And this idea that they're not sweeping the streets is beyond. It's, it's, it's very frustrating. Like I said, people have very basic needs in the city where it's like our schools, ok. Our streets cleaned up. Uh, it's like we're getting a plow snow. Those are things that people are looking for that we should be able to take on. Um, and we just can't do those basic jobs and it's frustrating, but we'll look into it because I would argue. I would like to argue that the Department of Sanitation is one of the most that the best agencies that we have in the city are doing their job. So it's not happening. I think it's a technical issue that we might need to resolve for and we will, yeah, usually very responsive and complaints like this in the community. Welcome back to ask the borough president here on News 12 Brooklyn and BP Ray. No. So I want to touch base with you before we go about some posts on social media that have made the rounds over the last few weeks. Some comments from Mayor Eric Adams about potentially turning one of what should be the borough base jails that would replace Rikers into a psychiatric facility. Gained some attention to which you replied, call me Mr Mayor. What did you mean by that? Uh So first, I just wanna say that the number one thing that we wanna do is close Rikers and there's no changing that uh initiative uh for me or from anyone that I've talked to so far closing, Rikers is still the number one priority. Uh Call me comes from the fact that progressive elected, including myself, even before I became a borough president when I was a council member, have been talking about the need to address the issue of mental health in our city. And it just doesn't feel like anyone is coming up with solutions, but we progressive had had solutions for quite some time instead of having people in this, uh, what they call revolving. We have people that come in, leave worse off than they came in from Rikers and are causing the same, either trouble or are, are going through the same mental health issues. Um, are, haven't had any care. It's just a, a punishment and, and a, and a, and a warehousing of people. Um, let's help people not have a facility where if someone gets arrested and needs help, they can actually get it. They get high quality care, a system run by Doh. Mh and HNH. And let's just talk about that potential and that opportunity and these jails don't need to be just a place to house people. They should be a place to save people. Um So I think that the idea has already been talked about by a lot of us for a long time. The fact that the mayor said it out loud just brought me some positive energy because I actually think I don't wanna shut down every idea the mayor has because we might not be on the same page politically. I wanna have conversations where I think ideas, his ideas might work or ideas we've had, he's, he's looking to, to intercept, then let's talk about it. I don't want him to do it without our input because we've already thought about this for years. We've already got good plans and we think again, we could help people versus just uh warehousing them and the mental health component of this is always such a part of this conversation real quick before we leave you tonight. Your thoughts on the latest developments with Rikers, a judge now saying that the city isn't meeting its burden. There's they, they've never met their burden. The reason we started the closed Rikers initiative is because the city doesn't meet its burdens. It doesn't matter which mayor it's been Rikers Island. Uh I say it's so needs to be shut down.
